Then repost if you stil have questions. Usually 'Monitor blows this fuse' 
problems have a "replace this" answer. One thing I will say:

Don't bother. Unless you find an old-timer who really likes doing it, TV 
repair people don't want to look at old stuff, or vector stuff.

Discharging the tube is easy. Get a high-voltage (HV) probe, I picked up an 
old Heathkit on E-bay for under $20, the all-in-one type with a voltage 
gauge in the handle. The FAQ covers how to do this.
