bad idea, very bad.
most tv guys just short the cap with a pair of screwdrivers,
infact most tv people should ride a horse to work and wear spurs on there boots ;-)


a few things,

you dont need to discharge monitors unless your clumsy or stupid, i have not dischaged a tube in over 20 years - just watch your fingers!

check the earth wires between the mains-cable and the monitor/pcb's etc.
check the chassis transistors and insulators as already mentioned.

look for obvious bad soldering or burned parts,
check the connector on the gameboard - if the end tracks look heated then replace the edge-connector.
if it looks o.k. then replace it anyway.

i have far to many burned atari pcb's here to want to see any more.

once it works you can check the 5v with a meter and find out if your going to have to replace any chipsockets.
