Some updates and new questions.
After fiddling with wiring, I got sound back, but now I have a different
problem.
When a game is playing, the sound is fine. When a game is not playing,
you hear the saucer disintegrate sound rapidly repeating itself, and
occasionally there are other sounds playing. But again, when the game is
playing, everything sounds normal (no missing sounds and no extra
sounds), so I don't think the output latch or any of the connections are
bad. 
(the first thing I replaced was the pokey without any change in
behavior)

Any ideas where I should look next.

Listen for a faint hum in the speaker while the game's on.If it is
there, the problem probably isn't your ARII. From there, it could very
well be the audio opamps or the Pokey on the main PCB. Also, check for
bad contacts (ie on the edge connectors) first. Wiggle them and see
wether that has any effect on the audio.
