My experience with a blooming problem has been that the HV board was the
problem.
My game bloomed in test mode when the grid was displayed.
It could be a tube issue but I'm more inclined to say it is an HV problem.

The picture does not bloom in test mode when the grid is shown. The
image is stretched a bit to the right, however.

One thing I did notice, when I turned on the machine, the screen was
bloomed then it snapped back into place. Also, it takes a decent
amount of time for the image to come up on screen on initial power
up.(about 15 seconds) Could the tube have problems?
