If you mean that calling the TD "stops all action," that's in L9B2.  Any 
player (except dummy) has the right to do that any time.  If that 
happens to prevent a subsequent irregularity, so be it, but no player 
ever has a "right" to commit an irregularity.

As a practical matter, players may commit irregularities any time -- and 
villains may do so intentionally -- but the Laws (and L23 in particular 
for villains) are supposed to protect the NOS.  If there are cases the 
Laws fail, they should be amended.
