This looks like a perfect case of "partly at fault" because both pairs contributed to the problem. I don't understand the reasoning for avg- at all. For the pp, if more than one board was involved, I'd tend to give a larger pp to anyone who had played the boards before. They should have noticed the problem at latest when they tried to write a result for the first board in their private score.
