For me, given that I've always played 4D as natural, 4S would be natural 
and a suggestion to play.  I can imagine for some pairs it would be a 
slam try (control or exclusion BW) if they've agreed that 4D sets 
diamonds as trumps, but that's not an agreement I've ever had.

Regardless, this isn't a Laws issue; it's a normal judgment decision 
about LAs based on the individual circumstances.
