pausing after a jump -- technically

The ACBL has eliminated the use of the stop card after a jump bid. Hopefully this is so no one knows or remembers to hesitate, in which case it has worked well. (I direct at the club level.) It was hard to get people to follow that rule even with the stop card, so that difficulty is eliminated.

But, curiously, I think they left the law in place that players are supposed to hesitate. That leads to befuddling situations:

EW claim that North hesitated then passed. North freely agrees, and in fact has extra values. South does not disagree. Everything lines up to protect EW from damage except:

The bid before North's was a jump bid. North in fact was legally obligated to hesitate. There is nothing to suggest North's hesitation was longer than 10 seconds. So North was following all of the rules. It's just that I was the only one who noticed that -- everyone else correctly understood her as hesitating.

I'm not sure North's hesitation is "Not part of the lawful procedures of the game"
