It's not a Law, it's an ACBL regulation, and yes, it's still in place here in the ACBL. Do you know the acronym SNAFU? The first two words are "situation normal," and the rest apply to most everything the ACBL does. As far as I can tell, in order to rule, you have to know whether the player who takes some time over a jump bid always does that or does it only when holding a difficult hand.
