Why can't you do anything?  If you believe, by a preponderance of the 
evidence, that the player "used UI," you can adjust the score.  You will 
have an unhappy player, though, unless you can produce evidence.  One 
type of evidence would be a poll where no one even considered the action 
the player took and in addition, when asked, said that the action taken 
was ridiculous.  Another type of evidence would be whether there really 
was UI.  That could come from opponents or even from his partner, if you 
ask carefully without leading any witness.  (It would be wise to ask the 
players separately.)

At a club game, this may be too much trouble to get involved in, but the 
option is there if you want it.
