Any of the stuff by Carsten Dachsbacher, Marc Stamminger, Jan Kautz is
usually instant win and well presented.  Eurographics and Siggraph Asia
seem to be picking up the slack from the ever crazier Siggraph.  I guess
those two _are_ the forum you're after.

A lot of the good stuff is announced early on the realtimerendering blog
and/or Huang's conference page.

Crytek also has an interesting variation, discretizing space and flowing
light through it in SH space.  There's interesting groundwork being done
right now, all sorts of approaches are tried out; the framerate is
usually down the drain, but it does work.  Quite exciting!
