S3TC/DXTn compression

I was wondering what which algorithm is most commonly used to compress textures into S3TC format. Up until now we've used a s3tc.lib from S3 but we're about upgrade our development environment to 64-bit and the lib file is a 32-bit. I've scavanged the net (using google) but the only thing I've come across are dead links referring to code written by Jason Dorie.
