You heard wrong.  All the NHL did was limit the sizes of these enormous 
pads and jerseys that these goalies have been wearing lately, and 
demanding that the goalie stay in net and directly behind the net.

They also essentially move the nets a bit closer to the boards (two feet 
closer to be exact), removed the center ice line as a measure of two 
line passes (opens up the game more), brought back tag up offsides, 
enhanced instigator penalties for fighting, emphasized "zero tolerance" 
on hooking, holding and interference, and finally added a post-game 
review process where players can be fined or penalized if officials 
review the game tapes and find where players embellished injuries, or 
took dives, etc.

Minor changes for the most part, in my opinion.
