This is just a rumour I heard and didn't bother to follow up, but is it true that shortly before the hurricane struck there was legislation under review in congress to limit further funding for the strengthening of hurricane/flood protection in the gulf states? Sounds ridiculous given last year's season, still I wouldn't be surprised.
