(1) I do not rah-rah on Bush ... I have a great many areas where I 
disagree with him, as I've noted in the past

(2) Florida has pre-positioned stockpiles.  I wonder why Louisiana does 
not?  No doubt the President's fault.

(3) I never shifted any blame to Clinton.  I merely stated that Bush, 
Clinton, Bush 41, hell for all I know LBJ all shorted those same 
projects.  It's irrelevant.  If the Feds didn't pay for the 
improvements, and LA thought they were important, then THEY should have 
done it themselves.  My point is and was that in my opinion, such a 
works project is a STATE one, not one for the Feds to get involved with 
and no doubt screw up.  Also, the levees that broke were the ones that 
HAD been upgraded, so apparently it made no difference.

(4) Again, there's a difference to being opposed to an operation and 
calling it illegal.  I was opposed to the Balkan involvement - you never 
heard me go off on a kool-aid drinking bout calling it illegal.  
Frankly, I don't think there's much difference at all in Balkan campaign 
and the Iraqi campaign.  In both cases, the UN failed to act, and the US 
took the lead, with help of allies, to stop the genocide.   I'm not all 
that happy with the way the Iraq war is going, and I think we need to 
adapt and come up with new strategies, but that doesn't make it illegal 
or unjust.
