So how does indictment work in Florida?

My understanding is that is the being charged with a crime and being indicted for a crime are two different 
processes. My understanding is that a charge can be brought by a police officer, whereas indictment is a legal 
process following a charge being brought where a judge decides whether there is a case to answer. Seems to me 
that if the law is too vaguely worded to enforce that it is surprising that this did not come out during the 
indictment hearing.
