As I said, Mayor Dyer was guilty as hell.  The law was ruled as "vague" 
late in the process, which it what leads me to believe that politics was 
involved.  First, a great many judges and lawyers in this state are 
still in their position from Gov Chiles tenure (meaning they're 
Democrats like Dyer).  Second, there's enough Republicans in their 
positions who had used the same "consultant" that Dyer used (meaning 
they, too, came very close to breaking that same law if not outright 
doing it).

Thus, you have a rare instance where the politicians on both sides have 
a unified goal (cover thy asses) and bingo ... the law is ruled "vague", 
Dyer gets off the hook, and everything is ruled one great big mistake.

Dyer has been a bit of a disappointment to the city, however.  Bill 
Fredrick (D) was a good mayor; then so was Glenda Hood (R) after him.  
Now Dyer's in there and he's managed to put the city back in the red, 
piss off the police department by not only rejecting their pay raise 
request (which he thought was excessive and I agreed) but went a bit 
overboard when he held up their end of year bonuses just before 
Christmas and made the further error of negotiating through media 
release (which won't win you any friends in the union).  Add in this 
trouble with the election and he may face a stiff challenge next time 
around.
