The problem is that the enemy does not have any specific turf. And there are probably far fewer terrorists than there appear to be (otherwise we would have terrorist attacks every other day) but they are scattered all over the world. 

Still, a lot of the logistics seem to take place in Pakistan (the British and American press says so, but who really knows?). However, Pakistan is the number one ally in the war against terror, so you can't really go in there and try to nail the perpetrators. Also, quite a bit of the funding comes from Saudi Arabia, but they are also everyone's friends, so you can't go after them either.

The upshot is that the visible Muslims - most of whom are certainly not involved in terror - become hate objects in non-Muslim countries like yours and mine, making recruitment easier for the real terrorists.
