Either position is defensible.  If you're a stickler in other ways, 
disallow it.  If you have a tendency towards leniency, allow it.  As 
you know by now, I tend towards the stickler side, but I seem to be 
in the minority.  The main thing is being consistent and predictable. 
It is important that the players could have anticipated the outcome, 
regardless of which way you actually go.  If your ruling comes as a 
surprise to anyone, take another look at your house rules.
