Map question

When I adjudicate a game online, I use the Realpolitik program, as 
do many of you, I imagine. One of the players in my newbie game came 
to me with a question that I can't answer. He said that he had a 
Diplomacy game, only a couple of years old, and it doesn't match the 
map Realpolitik uses. He photographed it and sent the photo to me, 
and I have to agree.

On that board, it clearly appears that one cannot move from Kiel 
into Bal, yet I've always played that they ajoined. Isn't that the 
whole point of the Kiel canal? So that fleets can move Hol to Kie to 
Bal, to facilitate movement into the Baltic sea?

I have told the player that we will be using the Realpolitik map, 
but this has me puzzled. Does anyone know the story on this? Did 
they change the map?
