Re: Map question

Kiel does touch the Baltic Sea.  It's a little hard to notice on the
new board (I have one myself), but perhaps the following alteration
(http://people.brandeis.edu/~amanna/diplomacy.jpg) of the picture
makes it slightly clearer: Kiel is outlined in green, and the Baltic
Sea in red.
