You say that like it's a bad thing.

If that's how Libby runs her games, and if the players are aware that
she will give a player a chance to clarify ambiguous prelim orders --
well, it may technically be GM interference, but it's certainly well
within acceptable bounds.

That's the beauty of human run games -- as long as the GM is fair,
flexibility can be allowed, and can help games run much more enjoyably.
