They are illegal to my opinion. You can only support to a place
you can go to. Since you can't go to your own place (according to
the rules), you can't also support to that.

However, there is no test case for it in my DATC
(I will add it).

For instance, it could be usefull in a very rare case.
When you want to dislodge an unit (to rebuild somewhere
else), but there might be an attack on that area. In that
you don't want the attack to succeed:

Germany: 
A Berlin - Prussia
A Silesia Supports A Berlin - Prussia
F Baltic Sea Supports A Berlin - Prussia

Italy: 
A Prussia Supports Livonia - Prussia

Russia: 
A Warsaw Supports A Livonia - Prussia
A Livonia - Prussia

Here Italy and Russia want to get rid of the
Italian army in Prussia, but they don't want
a German attack to succeed if Germany attacks.

However, the Italian support order must be
treated illegaly (in my opinion) and therefore,
the German attack succeeds.
