Question on player suicide

I am running a game for newbie Dip players, the Milan varient. We have reached Spring of 1904. I received the following orders from the Austrian player: A Budapest Supports A Serbia - Budapest A Bulgaria Supports A Constantinople - Bulgaria F Greece Supports F Ionian Sea - Greece A Trieste Supports A Venice - Trieste A Vienna Supports A Bohemia - Vienna Now, obviously, these orders are illegal. I emailed the player saying the orders made little sense, is that what he wanted to do. I got back a one word reply: "yes". All I can think is that maybe he is trying to commit game suicide. I have asked for an elaboration from the player, but have not received an answer yet. My problem is that to allow him to stop playing seriously will tilt the balance of the game drtastically, ( in Russia's favor, FTR. Turkey is locked in it's corner and is not a very experienced player at all and Italy is busy with France. Germany is balanced to the west ) which isn't fair to the other players. Does anyone have any advice on what to do? Weirddave
