I'm talking about adapting the code that runs this
queue:

It confirms addresses on first use, accepts join and
leave instructions, notifies one registered GM when
the queue fills and protects from multiple joins from
the same address. When a GM gets addresses from the
queue, it sends him the addresses and sends a mail to
a bot (usually a judge, but in this case the number
generator). It is the responsibility of the GM to
notify the players.
I use this pretty extensively, even though the player
quality for that particular site is rather low. I do
not hesitate to drop an address for someone that I
have blacklisted and get new address. As someone who
might GM 50 judge games at a time, you can bet that I
have a fairly extensive black list... ;-)
