There's still quite a few members of these groups.  This community isn't quite written off yet...  After all, the return of bell-bottom pants shows that everything old is new again.

Mostly, Cat23 as a Diplomacy forum has simply died out as other forums 
have taken up the load. Dipworld provides pretty much the same kind of 
service as Cat23. Mostly it seems
 that there are some variants run on 
Cat23, but honestly, I have not kept up with activity for quite some time.

Cat23 had its time and purpose, but as the Dip communities roots spread 
far and wide and all the various trunks discovered each other, there 
came a day when Cat23 faded into the background.
