Dip 999 - Replacement Found

Greetings, all-

We have found ourselves a replacement player.  It turns out he was 
here all along, and I just forgot.  Please welcome Richard Bulkeley 
as our new Kaiser.  Our roster now looks like this:

Joseph - Austria
Jonathan - England
Tristram Smith - France
Richard Bulkeley - Germany
Nathan Deily - Italy
Charlie Thorogood - Russia
Bret Pollack - Turkey

(Jon and Joseph are welcome to supply last names, if they wish.  Or 
not, if they don't.)

Richard has asked for some dip time before finalizing his build 
order, and that seems reasonable to me.  Naturally, you are all 
welcome to make changes based on those negotiations, as well.  I will 
therefore tentatively set the build deadline for July 28th, with 
Spring '02 due on Wed., Aug. 3rd.  If anyone needs more time than 
that, please let me know.
