Sheesh, talk about dummy.  Thanks for noticing that.

For the record, I did get a return email from the judge when I tried
to resign it via email that Germany had been successfully resigned,
but when I logged in via the web it was still dummied.  I had manually
resigned the former player but the replacement was taking too long to
join up (apparently has the same name as someone else when he
registered) so I went ahead and dummied the open spot to process.
Then I couldn't undummy it.
