Since this costs a move it's not free and the potential for abuse seems limited, but it creates a game bias in favor of powers with fewer adjacencies. When you combine it with error checking, it also favors naval powers over land powers*. This is a huge disadvantage for Austria and a fairly strong advantage for France, further exacerbating the spread between powers, for example.
