For clarity, I wouldn't (and didn't) remove a player for their moves
or their strategy. In the game I cited, the issue was a player who was
dissatisfied with the player experience and determined to share the
pain. In that case, the player broke a specific USAK house rule about
how to handle accusations of cheating. In the absence of specific
information about the context of the player's moves in the owls game,
I am not in a position to make any kind of determination about whether
any of my house rules might apply *if* it was my game (which it
wasn't).

I do have a tendency to forget the framing problem. It's not at all
unusual for the person bringing the issue to a venue to tailor the
presentation of the facts to their viewpoint. This is human nature,
not necessarily malice aforethought. It's quite possible for a player
to have suspicions of cheating, accept the determination of the GM in
that issue and then engage in some borderline passive-aggressive
behavior for an unrelated reason.

is that the way the game is being played out, mirrors to a close

In terms of my approach to NMRs. I use SMART_CD on all games I master.
Over the years I have formed the view it is better to keep a game
moving for the active and keen, rather than frustrate those players
waiting for the tardy or delinquent player. SMART_CD allows this,
without completely leaving an unordered power defenceless. If there
are a sequence of NMRs I may decide to replace the position, using
best judgement as to whether that is sensible or disruptive.
