When a power goes into SMART_CD, is the position still advertised as open
for a takeover? Just curious. As a player, I'd like SMART_CD to be on to
keep the game moving but I'd always rather someone take it over if a willing
party is available. Kind of a "use SMART_CD until a person can be found"
approach.

Just asking, not telling. :)
