LEAGUE rules

Hi there, 

Is there a more comprehensive discussion of use of these rules, impacts on game play, suggested pairings (either powers or simply types of powers)?

Some friends and I play private games, and are thinking of an "alliance game" that isn't gunboat, but can't seem to find more content on the use of this rule beyond the master list of rule flags.
