Rahul,

Leagues were developed to implement the restrictions imposed by religious affiliations on the dummy powers in the Ambition&Empire map. There are catholics, protestants and muslims, and the christian dummies are not much help (will not give support) to the Turks, while the muslim dummies are the opposite. There's one game that I know of that allowed players to enter and even change leagues once each turn, and that's green24 (http://www.floc.net/dpjudge/?game=green24). Once you're in a league you will only be allowed to support players in the same league.

Since leagues are a map feature, you will need to put morph lines in the Other Game Data box. But as they are player specific data, you need to split it across several lines, each preceded by MORPH. Something like: 
MORPH AUSTRIA 
MORPH LEAGUE AXIS STRICT 
MORPH ENGLAND 
MORPH LEAGUE ALLIES STRICT 
... 

Leagues don't appear as player data, so no player can check in which league he is on his player page. Only the Master can see or change this by checking or editing the morph lines in the Other Game Data box. Not really user friendly. It's on the list of things to improve.
