Here's an idea - have this CD+ rule look back at previous moves, and determine
who you're at war with, who you're neutral with, and who you're allied with
(maybe via a crude method of looking at supported attacks/holds).  Based on
this, go a step further beyond simple SMART_CD supporting of ones own units and
instead make a semi-intelligent attempt to expand or support anothers expansion.

This begs the question of course, what would happen if seven of these CD+ powers
started up a game on the standard map...
