A second option would be to set the game up with fewer players than the 
standard 7.

If you have (say) 6 people ready and willing to play, you could decide that 
Italy on the standard map will be unplayed and set up the status file to 
have Italy as a dummy (I have the info as to how to tell the game this 
somewhere if you want it).
According to the rulebook, if you have only 5 players, then Italy and 
Germany are dummies, so that's an option.

Alternatively, if you have 4 players (to take another example), you could 
play Diplomacy on the 4-power Sailho map - assuming you didn't mind not 
using the classic "Europe in Circa 1901" map.
