Game 'midway' - now we need a CSA

'midway' is a Grey-Partial Press game on the Imperial map which has been
plagued by delays - generally caused by players being obnoxiously late.
Thankfully, the last of them seems to have been dismissed, so the game
should process reasonably rapidly once we've filled the vacancy.
The vacancy is for CSA at the S1867M phase. 11 SCs and 11 units, reasonably
well-placed domestically. Looks like a good fun position to take over to get
some experience on the Imperial map. So come on down and join up.
