The usual first-order approach is F = Cs * ( p - p0 ) + Cd * v where F is the force (or torque, if you want), p is the current control position, p0 the current trim position, v is the control velocity (=dp/dt). The spring constant Cs can be assumed to be proportional to dynamic pressure in a first approximation. Choose Cd constant so that the system feels OK and doesn't oscillate.
