BUG - missing sections in center of runways

There seems to be a bug in the generation of some airports that leaves a
missing section near the middle of an otherwise good runway.  Two
screenshots of this are:

Airports that it occurs at include KHWD (in the base package), KPOC and
KOXR.  Melchior has also mentioned one (KMRY) in the raised runways thread
on flightgear-devel.
