Help: How do I place a photo into a scenery

I have successfully generated my own scenery. Now I want to put
a photo into it. So far I haven't been successfull on that...
First I chopped my 1024x1024 24bpp png image into 4x4 tiles using
the chop.pl utility (in some aribtrary dir where marker.png is located):
chop.pl marker.png 4 4 256

Then I ran the photo utility (in the work dir)
photo . marker 4 4 170.18756 -45.9239 170.18756 -45.90 170.180 -45.90 170.180
-45.9339

Next I recreated the scenery using fgfs-tool-client/server and added PhotoArea
and PhotoObj to the client's parameter list.

After a successfullbuild I copied the marker*.rgb files into the directory
where the file marker.btg.gz is and moved the whole scenery into FlightGears
data/Scenery/Terrain dir.

So far so good, in FlightGear I can see that something has changed, there where
the photo is supposed to be is a texture but it is not the one I've added. It
seems like a random one is choosen... ?

On the left the thing that looks like a creepy runway is the place where my
texture is supposed to be.

I've run FlightGear with debug options and it seems to load the texture:
token = OBJECT name = marker.btg
   Loaging material marker00.rgb
(../data/Scenery/Terrain/e170s50/e170/s46/marker00.rgb)
   Loaging material marker01.rgb
(../data/Scenery/Terrain/e170s50/e170/s46/marker01.rgb)
....


I'm not too sure about this because when I deleted the texture files just to see
what happens FlightGear did not complain about them missing...


What am I doing wrong?
