Roads, railroads, hiways, and rivers are all created the same way.  
Starting with the vmap0 data (which is a series of line segments) 
terragear creates the item as a 2d polygon outline.  These polygon are 
then cut into the terrain surface and textured just like any other 
landuse polygon.  In the future it would be nice to change this up a bit 
so we could apply directional textures, but at the moment, the current 
system can't do that.
