Yes, at the moment that is essentially true.  Hiways and Freeways 
(Minnesota terminology?) differ only by width and both use the same 
texture.  Railroads differ from roads only by width and texture.  
Streams and rivers differ also in width and texture, but I also apply 
some smoothing hueristics to try to reduce the amount the stream will 
run up and down hill sides when it doesn't exactly match the terrain.

Have a look at src/Prep/TGVPF/  That is the "prep" tool that reads raw 
vmap0 data and writes it out into FG's intermediate format and tile 
structure.  Then look in src/Build/ which contains the "master" tool to 
assemble all the intermediate data into a final FG scenery tile.
