LDFLAGS="-L/usr/local/lib" ./configure 

when you configure TerraGear.  The SimGear install location (/usr/local/lib) isn't automatically searched for libraries under Cygwin (it is under Linux).  I believe it is possible to add it to the default search path, but the above is how I've always done it.
