All the polygon data is merged together, and then cropped into the tiles -
the polygons actually describe the scenery - the tiles are just a
convenient method of storing that data.

I don't know how a polygon larger than a tile will be textured - I suspect
the texture should be referenced to the polygon, not repeated in each
tile, although whether this actually happens I've yet to test properly.

It doesn't work with those - you'd need to run fgfs-construct manually and
add the option (this is the program called repeatedly by
fgfs-tools-client to build each tile).
