Be aware that each polygon type is prioritized.  If you have some other 
polygon defined for the same area that has a higher precidence type, it 
will win out over your freeway.

We probably need to modify or adapt an existing tool to do the specific 
task.  The photo tool was an attempt to do something similar, although as 
others have pointed out, it doesn't carry over all the underlying terrain 
vertices, only the ones at it's grid boundaries.
