Yes, and the 16x16 divisions are probably arbitrary (actaully 16x16 doesn't sound quite right ... I wonder if it was 4x8?). Either way this should be easy to change if it's not exactly what you want. This is what worked well for the one image I was testing this with. I developed this tool for the photo-real San Jose airport demo. Each point of the 4x8 grid is assigned it's proper elevation from the DEM data, but that can still lead to a lot of flattening and terrain data loss. This wasn't an issue for my purposes (KSJC). In an ideal world I'd have time to sit down and develop a suite of tools to facilitate large scale photo scenery in terragear, but I've got way too many other irons in the fire at the moment. I'll do my best to answer specific questions if anyone else is interested in writing code.
