AI does not accept big gifts O_o

if it is not an overflow, i really have no idea of what it is: i opened 
an old savegame, that one already described where i was far too 
superior to the AIs. I'm now trying to contact them all, even ones that 
are in war with me, and to give them as free gift all the technology 
they do not have.

and they don't agree -_-'

i really can't understand why, but they are happy if i give them only a 
few, but disagree if i try to give more O_o

do you need the savegame+instructions, or it is a known bug or whatever?
