[freeciv-data] New fantasy nation: Human Hegemony (from Hyperion)

The following ruleset describes the Human Hegemony fantasy nation,
taken from Dan Simmons' novels _Hyperion_ and _The Fall of Hyperion_.
City names are taken from the Hegemony's major planets.

I'm also putting this into the /incoming directory in ftp.freeciv.org.
