version of development version changed

We've bumped the version of the CVS development version to 
1.14.99-devel.  Although not perfect (see PR#2479), this is a clear 
improvement over having both 1.14.1 and 1.14.1-devel branches.

Rerun autogen.sh and recompile to put the new version string into place.
