tilesets and Freeciv 2.0

Tilesets from 1.14 are not compatible with 2.0.  The text data files 
(the .tilespec and .spec files) need to be updated.

At http://www.freeciv.org/index.php/Download are listed a number of 
tilesets.  Most of them have no listed maintainer and have not been 
updated for 2.0.  These tilesets are also found at 
ftp://ftp.freeciv.org/freeciv/contrib/tilesets/.  We currently need help 
updating these for 2.0 as well as classifying outdated 1.14 tilesets on 
the downloads page.

Most of the work involved will be in updating existing tilesets.  If 
there's a tileset you like that hasn't been updated...updated it and 
upload it to the contrib directory and post the update.  I put up a 
quick updating HOWTO at http://www.freeciv.org/index.php/Tilesets.

Also needed is classification of current tilesets as "updated for 2.0" 
or "for 1.14, outdated".  If you're willing to test out all the tilesets 
with 2.0 and make a list of which work, it should be easy to fix the 
downloads page.
