That are the rules. Yes, any player should respect the rules (and having a computer as a playing environment ensures the (human) player does. But a player apparently going to dominate "the world" gets - IMHO - annoyed soon to handle each single step. I think, in a later stage freeciv should offer a higher abstraction to interact with the game.
